I would reserch the top research universities in your fiels and contact them, set up a meeting, and see how they did it. I can tell you one thing for sure - build a team to raise private donations.

I would suggest you to have a properly connected Internet centre, with access to online databases, such as Hoovers, Bloomberg, Lexis- Nexis, and the like.

Brendon is right. Having a reserach center means having access to databases online as well as offline. Subscribe to Journals such as Journal of Marketing Research, Journal of Advertising etc.
Have computers which are online all the time and have access to databases of Bloomberg, Ac Nielsen, etc.
Start small but think big. Assign reserches early on, even though at a small scale to get experience and learn from it. Lastly, your research center should be customized to meet your research needs. Be sure that it is.
