A BPO needs the following infrastructure:

1. Telecommunications and IT Availability -- Telephones, Internet support with high bandwidth, Computers, IT security, etc.

2. Basic Infrastructure -- A Building capable of housing all your employees, Electricity, Generators, large amount of floor space etc.. A wellpaved road leading to your office. Water, an airport in your city. Also other basic equipment like tables, comfortable chairs, a functioning canteen etc.

Do check out this link for more details:

http://www.rediff.com/money/2004/jun/09bpo3.htm

The basic infrastructure will be easily available to you if you start your BPO venture in an existing IT park. Government Authorities will also help in many cases, in getting the necessary equipment.
IT infrastructure should ideally be sourced from experts in this field.

I hope this helps.
