I think most of the people you will meet here are selling rather than buying marketing services.

What are you doing to promote yourself so far? Do you have a website? Are you doing anything with social media? What are your particular specialties and strength? Where are you located? How long have you been in business?

If you were to get such a client... how would you promote that client? Would those same techniques work to promote your own company?

Who/where is your ideal client? What do you have to offer that the client can't get elsewhere? Why would they hire you? How are you prospecting for new clients?

Where are you? Or, more importantly, how does an ad agency that can't find clients get to be an ad agency? You hit the pavement. You bang on doors. Flip through the Yellow Pages. Search your local chamber of trade and call people. You drum up business. You find business owners with problems you can solve and you offer solid solutions to those problems.

Sosial Media is a powerfull source. Why don't you buy advertisment via facebook? It helped me with my bussines.
