I have never promoted a radio station, but if this were my responsibility, I would spend time on the weekends researching successful out-of-market radio stations and compiling a list of potential tactics.

    Determine your station's target demographic.
Determine some of the things they do in your area.
Get your station's presence there. Do ANY positive, energetic event there.
All the way from raffle to remote broadcast. You know...anything.

What do you know about your target audience? Where are they? Demographics? Interests? Where/when do they listen to the radio?

It would also be good if you can find out your station's share of the target audience. How many new listeners do you need? Over what period of time? What is a new listener worth to the station? How much are you willing to pay to engage a new listener? Without that kind of specificity, you'll always be chasing more new listeners, and it will never be enough.

Offer programs that's highly relevant to your target audience: upcoming (insider) events, interesting djs that encourage dialogue (it may be as simple as texting messages, or FB/Instagram postings, etc.), and shows that are off-air (can the djs offer off-air shows for small groups of fans, etc.).

Monmark is the best person to help you on this.

You may also want to partner with local or regional non-profits, particularly in helping them promote their events. Non-profits usually have major mailing lists of people who are in your demographic. Likewise connecting with regional or local universities or colleges. Contests can also work well to attract new listeners "Enter and win XYZ". You'd also do well to partner with local fire companies, EMS organizations, and auto dealers. You offer them ears for their messages in exchange for them talking about you.
