How To Set Marketing Kpis In The Pre-launch Stage

I have to set KPIs for the marketing manager, but it's a start-up business and operations have not started yet.
She will have to work on brand book, strategies, and packaging.
What could be relevant and measurable KPIs?

    Adding to Jay's list, your KPIs also depend on your plans for marketing and branding.

    I listed goals based on overall corporate goals and indicated deadlines. So metrics are all qualitative and the measurement will be based on timing.
