Whether or not you're broadcasting yet, your work's the same: identifying and connecting with your target audience. Can you start recording shows as podcasts, and upload them to a FB page (or iTunes) to start building awareness of what you're offering? As far as paying the bills, hopefully you created a business strategy to identify sources of funding. Now's the time to start implementing your strategy.

Thank you for the response. The question you asked proves that and I'm not. About the transmitter I have this information:MEDIUM WAVE COVERAGE IN THE
    POLOKWANE AREA
    80dBμV/m Area covered by 25kW
    transmitter 79kW EMRP
    74dBμV/m Area covered by 25kW
    transmitter 79kW EMRP
    66dBμV/m Area covered by 25kW
transmitter 79kW EMRP and the radius is 60km covering 5 municipalities.
    We are going 24/7.
We have been awarded a licence but we need to source funds form funding institutions and donors to buy premises, equipment salaries to get started

what would your audience "get" by listening to your station that they wouldn't get from other stations or the internet? in the US, terrestrial radio survives by giving its audience something original and, in some respects, exclusive: engaging on-air personalities, the most-up-to-date event information, visits or interviews from relevant artists, and so on. radio really is about the experience nowadays, and an audience that has confidence in your credibility is a loyal audience.

funding: are you going to sell advertising on your station?

marketing: already some great ideas posted, especially starting your online presence via podcasts etc. i would also say coordinate that stuff with YouTube content because people really like seeing what goes on in a radio studio.
