What do you mean by an "animation institute"? Are you a school that teaches animation to people?

Assuming yes, are the people who would go to that people who just graduated high school, people who just graduated college, and/or people who are in the middle of their career and looking for a change? Or something else?

    Where are you located (country/city)?

    Look at three things:

    1. The venues or channels you are using. Are they matched to your target audience? (Have you defined a narrow and specific target audience?)

    2. A clear benefit-oriented positioning. Are you clearly communicating WHY someone should be interested in what you offer? What's in it for them?

    3. A low-risk offer that will give them a reason to learn more, take the next step with you.

Your lack of success so far probably traces to a sub-optimal combination of those 3 factors.
