You may be able to learn something valuable from this question. Conceptually,"a complete thought" is a good start. The issue here is- All 50th anniversaries are not equivalent. A generic (tries to fit everyone) tagline is almost an insult to the people who've put-in the effort it takes to get to their Golden wedding anniversary. Each case is unique. Can you see that?
If you still want "the answer", just write down something congratulatory and move on.

I don't get it. Since when do Golden Wedding Anniversaries need a tagline?

This is a forum for marketing issues. Who is marketing what to whom at a wedding anniversary? What is the objective of the tagline? What do you want it to communicate? To whom?
