To Free Or Not To Free, That's My Question!

I run a small property and casualty insurance agency(about $7,000,000 in sales). We never have more than 2 sale people that solicit commercial business. So over the years I have found that I can support our business to business sales people with direct mail. I write the copy and use postcards, brochures, sales letters. I keep my universe small and on target. I would like ideas on how to closely monitor my copy's effectiveness and increase my response rate by using very inexpensive gift items. (We have a very strong rebating law so even gifts of $10 value are suspect to our insurance department). What inexpensive items have worked well for you?

    In no particular order gifts that have been effective are...
    CD Holders, Local High School Mascotts (toys), Hot Dog Sticks, soft side coolers, and T-shirts..

    What hasnt been that good...
    Coffee Cups, Koozies, and golf balls.. there are too many in circulation already.
