How To Manage A Sales Team?

The business involved here is school uniforms. So normally the sales person will approach the school, and after gaining his contact, we will proceed to collect orders. Most of the time the students pay for the goods themselves when the sale person arrives at the school.
How do i control the sales person so that he will not collect money without our knowledge? and cheat the schools?

    Control Sellers:

    1. Choose reliable persons
    2. Control of goods (delivery - sales = inventory)
    3. Develop sales force goals and follow-up them
    4. Plan of incentives for overcoming goals of sales
    5. Sales Competition between sellers is always good
    6. Demand always the sales invoice
    7. Promote buyer control (invoice signature, knowledge of prices and procedures)
    8. Deliver the good after received buy orders
    9. The customers could pay the money directly in banks (The sellers do not receive money)
    10. Call the customers, to verify Service and Sale
    11. Sell in advance the goods and give the Sellers a margin of profit
    12. Follow-up and permanent communication with Sellers
    13. Do always business win to win, treat well the sellers, define clear the rules and procedures.
