Titles and roles vary a lot by company, so the job description and goals for someone who holds this title can vary a lot.

The simplest form I have seen is where this person would be doing standard marketing for technical products. This may be the situation you have here. One clue is that you didn't capitalize the technical, but did the Marketing, perhaps the true title is Marketing and the technical is just an adjective to describe a bit more about the position and products handled.

Another form sometimes used is where you have a Technical Product Manager (often just called Product Manager) and a Product Marketing Manager, who work together to manage a product line or lines. The Technical Product Manager is less of a marketing person, and more managing the company's internal product development process. The Product Marketing Manager is the marketing person, handling the external marketing side of the business. This is detailed in an article at
https://www.productmarketing.com/magazine/1/2/07sj.htm. This is often used in high tech and software industries.
