Tools & Strategy Used To Start A Marketingdept

In an organisation of 5000 people in an industry of construction, mining, engineering and power,oil & gas. i have asked to set up a Marketing Department.
The department will be the one stops shop where all branding, sales pitch items, advertising, design, print, tender proposal management, online media, newsletters, corporate gifts and stationery etc, are sourced from. Ensuring the brand is aligned to the Groups Corporate Identity.
There is no set budget for this as i have to propose one. How do you develop a strategy in achieving this goal.
what tools will i need and what should i look at in proposing this to management. I need to be able to sell and idea that will be cost beneficial. Its an industry like construction that may not be so appealing to all. We would use an external company to create our designs and print etc....
I have ideas of what to do but need help putting it down on paper...

    Let's get one thing straight: your business don't want a marketing department - they want more (and better) customers.

    Howie Jacobson is the go-to guy for the display network. It's one of the most powerful tools on the planet and also the hardest to use. I love it. It's fast, cheap and immensely flexible.

    What you need to do:

    1) Factor in your wage costs
    2) Set up a basic campaign and get some interest.
    3) Find out where your best new customers are coming from
    4) work out how much it's costing you to get them.

    This will take 1-3 months to implement.

    Which means it's fast and cost effective. If it costs you $10 000 to get a new client, you're doing it all wrong. You'll get bags of information on where your customers come from and how they think. Once you're satisfied with the funnels you have set up for the various departments you can spread this out into other media - only make sure they're paying for themselves. Knowing you're in the big magazines is great for the boss' ego, making it pay is quite another.
