New Product Development - Services

I've been using a variation of Robert Cooper's Stage-Gate process for new product development, specifically for new services, but find that it has a lot of limitations that stem from the fact that it is largely a linear process. The creative process, however, is not linear at all, and to be truly innovative, product developers need an optimal mix of some manageable structure and freedom to explore, make mistakes, and iterate. Is there a better new product development process model than Stage-Gate for services? I'm looking for a process that would somehow capture (and ideally, quantify) the value of the learning that accompanies new product development. Ultimately, I'm looking for ways to be more successful (more efficiency, higher success rates, higher return on NPD investments) at new product development.

    According to your question and statements there are 2 tools that are not new, but very effective in achieving what you desire:

    1. Your mind.

    2. A pencil

    OK, "pencil" can be replaced by "word processor", but I hope you catch my drift.

    Your imagination will dictate the product development and your pen will not only quantify, but QUALIFY new developments.
