Partner Marketing - Both Channel And Technology Partners

Our company is working on developing a strategy for partner marketing, both with resellers and technology partners. Since I was recently transferred to this position to lead this, I would like to see if there are any best practices in these areas:
-tiering resellers
-co-op funds always needed w/resellers?
-best way to work w/industry leading technology partners if your company is fairly small (~200 employees), having them partner with us with limited resources
