Relation Of Job With Target Achievement

Now a days companies are more prone towards the target achievement. My question is why we should relate the target achievement with the retention of job of the sales personnel, whereby we are making ourself customer oriented. Moreover how a person will work enthusiastically when he knows that due to some or other reason he is not able to achieve his target. Isn't it a cheating with the customer?

The insurance industry solved that problemn years ago. The agent makes a sale and collects a commission on every monthly payment ever made. The more clients, the larger the commission checks. If they allow clients to drift away, their income diminishes.
