following up on Phil's excellent 'it depends', my experience is that most respondents are uncooperative when they perceive this to be another attempt at selling. Instead, they are more response when they feel it is an honest attempt to learn how to improve the information/service they receive. To that end, it is often better to have a third-party do the closure study. For instance, this would be a project appropriate for business students and inexpensive for you.
