If this is the first time for you and for the company, you might want to hire an outside resource who has done this sort of thing before, and learn from watching them.

There are numerous templates, outlines and guides online that will help walk your way through the creation development of a sales and marketing plan. Since this will be your first time attempting this, I'd recommend Palo Alto's Sales and Marketing software: https://www.paloalto.com/sales_and_marketing_plan_software/

Here's an example of one developed for the telecommunications industry

if this were my project, I would be most concerned about satisfying internal needs. What exactly does your boss want you to do? When does he expect it will be finished? What does he or she think it should look like? What are the other departments expecting? who are the other stake holders?

You could create the best of all possible plans, and still be fired if your boss and other powerful people in your organization were expecting something different.

by the way, you can't just go and ask other departments what they want. You need to begin by doing a substantial amount of research. There are hundreds of books and helpful websites and other resources. This forum can be a helpful place, but don't expect us to do your job or write the manual for you or spoon feed you with all the information you need. Before you begin asking questions of your coworkers and colleagues, invest time in learning as much as possible.
