People invest base don the expected returns versus the risks. For ex-communist countries, how their laws are enforced (or not enforced, as the case may be) increases the risks significantly, so people will only invest if the rewards are also greatly increased.

Some thoughts on how to get people to outsource to this country:
    - use people already comfortable with the country (as cblase said above)
    - play up any competitive advantages you may have (e.g. Russia would do better at Aerospace outsourcing than computer outsourcing).
    - get local contacts for the companies you want to outsource to - use project managers and sales that are local to the customer, not in the ex-communist country.
    - if you have the choice, promote to Europe rather than America. Europe may be more comfortable working with these countries, given they are closer and have some language similarities.

I fully agree with the suggestions to focus on links between communities in the ex-communist country and your target country, with European countries having the edge: being a Western-European myself, the enthusiasm to jumpstart the economy in Eastern-European countries is very strong, and the European Union is trusted to ensure stability in political and business law issues

To gain trust it is important to begin with low risk projects and step by step increase the amount of investment. It is important to develop alliances with embassies, Commerce and tourism promoters, foreign or local Companies based in ex-communist countries, government activities. At the same time you will need to add the guaranties needed and related to each project.
