    Often they have the same meaning. In both cases, they buy a product and resell it.

    A distributor normally sells to somebody else in the distribution chain such as a retailer or reseller. A reseller normally sells to the final customer/user. One can also have a VAR (Value Added Reseller) where value is added, often services, and the total product plus value added is sold as a bundled offering.
