More important to realize is why the company's staff are not adhering to the culture. In any drive of this kind, it is fruitless to impose something from on high. That managers and directors do it the world over does not alter this simple fact: you have to let the culture grow from the ground up. The directors need to nurture and help this process - but it is not something you should force. Because doing that will cause more problems in the end.

If the staff are apathetic, work out why they are not interested. It's a very common problem. Just giving a manager more time to personally oversee their staff is one extremely effective way to counter apathy. The problem is that it's seen to be expensive because the manager has other duties, duties that are seen as "effective" by his bosses. That personnel management isn't seen as being effective - ie. gives direct and measurable results to the bottom line - is a very real problem.

Does this help? What are your thoughts on this?

"cultural adaptation through sensitivity training in international business" ... try googling this keyword phrase. If it's not the right phrase, then change it to what you're looking for and google it.
