What has the department been doing before you arrived? How has that worked for them? Can you start by detailing their existing strategy, then work on aligning these strategies to best practices?

For branding, I haven't seen SOPs set up, but more normally see a company style guide which they require to be followed.

Here is the table of contents of the style guide for one of my clients. The parts in parenthesis are what I added to describe what the section is:

1. Identity
1.1 Getting Started
1.2 Identity (logo)
1.3 Preferred Usage
1.4 Trademark
1.5 Minimum Size
1.6 Clear Space
1.7 Unacceptable Identity Usage
1.8 Color Palette
1.9 Typography (how you write the name when it is not in logo format)

2. A Artistic Guidance
2.1 Tagline Applications
2.2 Complementary Design Elements
2.3 Business System (letterhead, business cards, etc.)
