You are on the right track by wanting to communicate a [unique and important] benefit. But first we need to know what that benefit is and who your target audience is. Where are they? How will they find out you exist?

At another level, what is "jubilery?" The name and tagline need to go together to communicate a compelling benefit, and "jubilery" isn't a real word in the English language, so it probably communicates nothing. Is there a chance the name could be changed if we come up with a name/tagline combination that works for you?

What sets your handbags apart from the competition?
Who's likely to want what you're selling? Why?

The benefit is likely either exclusivity, or buying local. Which leads to a tagline like this:
    "Individually handcrafted handbags...and more"
Your ads would go into other benefits like "Local artist" if that were true.

Some more questions to focus on issues:

    1. Is Jubilery a well-known name in your community? Where does the name come from? Why do you want to use it?

    2. Are the handbags & other accessories mainly made by one artist or a group of artists? What is the price range? Do you regard the products as budget items, standard items or hi-end expensive items. This will have a strong effect on the development of a useful tagline. It will tell us where you see yourself in the marketplace.
