How about measuring how well the submissions match the specs in the Creative Brief? Turn around time? Getting it right the first time?

The one thing you do NOT want is to measure by how much someone "likes" the work. You need to make it more objective than that. Perhaps a grading system against standards specified in the Creative Brief.
