Know-How Exchange : Strategy

I am an Internet Consultant in Ecuador. The Goverment created a law that obliges all the state institutions to show all the information to the public and to do so through a Web Site. This includes City halls, control organizations, state deparments, state companies, etc.
I think we can go for the small city halls that don't have enough resources, but, What will be the best way to get to them? How can I let them know what I am offering?
