I am working on writing Policies and Procedures for Marketing Department in a College of Business Admin

    If you have time to read up do consider :

    Sales and Marketing the Six Sigma Way by Tom Gorman and Michael Webb

    Also if there are such manuals available for other departments that will give you a good start point.
    Make sure process maps and approval matrixes are put in place. Its called BPMS( Business Process Management Systems).

    This is from the site of "College of Business" under "Florida State University". This lists out their Policies and Procedures for their marketing department. I am sure you would find the guidance out there.
