Letterhead For Growing Law Firm - Flexible Design?

I have been tasked with coming up with a letterhead design that will address the problem (a good one) of a growing law firm that has been adding offices and moving others to larger buildings. So, their letterhead and envelopes are constantly out of date. Right now we have a separate envelope for each location and the letterhead has all four offices along the footer. I want to move the locations along the side, problem is, that doesn't address the "dynamic" part of the firm: if an office is added or if an office address is changed, I'm in the lurch again.

I was thinking about a "shell" like their business cards, where the name and address block are imprinted separately. Perhaps the "common" elements could be printed on the shells and then as orders come in from individual locations or new ones, my printer can typeset the changes or strip in the addresses.

Any thoughts, suggestions?

    Print with company number/registration, website, main switchboard and HQ address and business name and logo

    Then people overprint with the local office and address.
