Know-How Exchange : Strategy

I asked this question in the group knowing that someone is expert here in dealing with marketing activities and its issues.

I want to rephrase my question as: "what are the contents of or should be included in a leading practice or best practice Marketing Policies and Procedures of a company (ok the company is a real estate developer?"

The P&P's should cover the different types of marketing activities and how the company goes about it. Although marketing is something that should not be written in black and white as it is more oriented towards creativity. I just want to know then what should be in the company's marketing department's policies and procedures that should be at least at a minimum to be complied with by the staff or that which supports the marketing function. Like starting off with their objectives, the subprocesses of marketing such as advertising, promotions, campaigns, etc.
