If you place actual legit construction jobs on it rather than work from home / pyramid scheme type adverts disguised as jobs -- that is the best traffic driving advice you will ever get from anyone anywhere. People take notice of authenticity.

Why not offer job/advertisers free listings for the first month? That'll help to drive up interesting offers and create real value for the companies. If it's effective for them, then renewing should be a no-brainer.

In general, look to see who is having the harder time in the recruiting issue (the pain), and charge them.

If employers can't find the quality people they need, charge them to place ads (and do what you can to make sure the prospective employees who come to your site are quality).

If it is the opposite - there are not enough jobs and lots of people applying, you could charge the prospective employees (but you need to make sure you have quality job postings for them to be willing to pay for access).

It can be challenging to get job hunters to pay (by default, they are currently strapped for income). An alternate to this would be to allow advertising. Companies that provide services for job hunters may be willing to advertise on your site.
