Referral Management Strategy

We are a start up and have a great healthcare management software specially designed for Indian Hospitals.We have got leads from customers .Also at times we get leads from Medical representatives . Now we want to develop a referral program to build this sales channel . What sort of incentives can we give taking into consideration that may leads come from decision makers of the hospitals themselves .

    About the service
    We have a hospital management software . This essentially automates all the workflow in a hospital such as patient administration/Billing/Lab integration etc . Many hospitals in India still don't have such softwares and manually do these things as of now .

    How we promote it as of now
    Since we are a startup , we have a sales team and do cold calls at hospitals. Also we get referrals from hospitals where we have already implemented. apart from that we are not promoting it in any other way as of now.

    Sales channel
    I have personally done lot of cold calling at many hospitals. There we meet many other medical representative from other companies who have been in this field for long and know many guys in hospitals. I want to come up with an incentive plan for them so that while doing their other job they can also pass us refrences . Also many decision makers (CIO/Chief Of admin ) at client hospitals also give us reference . Is there a way we can create an incentive plan for such high level guys too ? I have this question because i think money will not be the only motivation for them cause at such levels they are already earning a lot .
    So i need to develop sales channel at two levels
    1) Medical Representatives
    2) CXO at client hospitals
