B2b Marketing Structure

I am creating a marketing structure for a retail division of a bank which has 4 divisions. currently all marketing expertise is at a tactical and individual business level and is focused on campaigns, communications and hospitality / event management. I need to add a strategic function to support the overall retail devision objectives and help make more efficient the individual business unit marketers. The local businesses want to retain some/all control over day to day sales support activities but have no senior marketiers to develop their people. There is also no proficient CRM activity or data marketing
in essence i need to develop a structure in the next 48 hours which short term adds whats missing ie strategy, CRM data management and market analysis while over time developing the marketing caapability to support the various businesses
