Twitter Follower Applications?

Are there any applications that assist in finding Twitter followers that are really useful? I have heard mixed reviews on applications like Tweet Adder and Twitter Follower. I'd love to hear thoughts from people who have tried these, or similar applications. Did you gain relevant followers? What is the best application to use?

    Dear Ellie,

    Forget all about automating Twitter (or any aspect of your social
    media). The promises from services that offer 30,000 followers in
    90 days are mostly crap, and misleading crap at that.

    Here's the thing about the people you connect with on Twitter: it's
    not quantity that matters, it's quality. You want quality, ENGAGED followers, not lots of vaguely interested followers.

    If you have 1,000 engaged, interested followers you have more
    value in that group than someone with 50,000 vaguely interested followers.

    Hi Gary,

    That is helpful - and I do agree, Twitter is about the quality of the exchanges, not the quantity of followers. However I am working with a client in the IT industry who is building a Twitter following and I am looking for applications that may assist in finding relevant people for the client to follow, beyond those in their database. I suppose that more accurately describes the situation. If you have any thoughts to that end, I'd appreciate your feedback.
