Custom Oil Painting Artist Needs Wealthy Clients

I'm trying to help a friend out. He's a fine oil paint artist. He sells beautiful, expensive portraits and murals.

He creates custom portraits of corporate executives, politicians, families, race horses, cars, etc.; and large murals of religious and scenic settings. He generates business mostly through word-of-mouth referrals. But needs more.

Ideally he wants "exposure to foreign dignitaries, wealthy oil barrens Exxon, Saudi Arabia, wealthy Asian community, corporate giants, owners of Arabian horses."
Domestically to "lawyers, judges, politicians, lobbyist, etc."

I keep thinking that perhaps a good publicist to get him some press in WSJ, NYTimes, law journals American Executive, etc. on the domestic side. But I'm not sure what would be effective to reach that wealthy international audience.

Any suggestions would be appreciated.

    Why not do a art show, and invite the people he's hoping to attract (or are in that community). Or perhaps, supply some work for a local home tour (where local craftspeople redo a grand home and help a charity who charges $ to see the beautiful redone home) where the "right people" might see their work.

    Get involved in the industry/industries you want to work in. In other words, donate a portrait to a charity event that will attract the type of people you want to work for. Have your portfolio handy, and offer your assistance to promote the event. This accomplishes several things:
    1) Your work is seen by the people from whom you would like to get commissions.
    2) You get to know the people who know the people you want to work for. If they like you, they are more apt to recommend you.
    3) You are doing something good for a charity, which means a tax write-off as well as feeling good about the group/event.
