One of the large factors for cement is cost to transport. It is so expensive that almost all cement is made reasonably local to the project.

to elaborate on Phil's answer, there are several driving forces for the cement industry:
    - residential, commerical and industrial construction projects
    - government funding for infrastructure projects such as roads, bridges, utility plants, etc.
    - competition from substitutes such as steel, glass, timber, terracotta, clay, ceramics

try the Portland Cement trade group - https://www.cement.org/

they track cement and concrete use in the US and Canada

another source would be to get the stock analyst's reports on cement companies that are listed on the stock exchanges - here's a bunch -

    Industry: Construction materials
    Peer Group: Cement

    CEMEX S.A.B ADR - CX
    CRH PLC ADR - CRH
    EAGLE MATERIALS - EXP
    MARTIN MARIETTA MATERIALS - MLM
    TEXAS INDUS - TXI
    VULCAN MATERIALS - VMC
