How To Increase Enrollment For Children's Class

I'm doing some marketing consulting for a local children's enrichment program. Specifically, I'm being tasked with increasing enrollment for the winter session. The program includes various drop-off classes for pre-schoolers up to to 1st graders. Each class is focused around a theme and the children read books, participate in phonemic games, and cook. I'm trying to come up with a strategy to help increase enrollment. Awareness of the program is not the problem so increased advertising is not the answer. Any thoughts or ideas would be greatly appreciated.

    If people are aware of it, why do (or don't) people currently sign up? What do parents/kids like (don't like) about the program? What makes it better than the other enrichment programs?

    The classes are more expensive than traditional reading courses for children. The extra cost pays for the cooking supplies, as the children cook in every class. Parents and kids love the cooking component and that differentiates this class from others. However, with the downturn in the economy, parents are choosing the cheaper programs.
