This really should be posted on the project section.

How will this be managed? How many shipping companies will you work with and what's in it for them? Besides, who are you to judge the effectiveness of one shipping company over another, and how will your opinion help buyers select the right shipper for them? With vastly different shipping companies for vastly differing markets, how will you decide who's best at what and for whom?

I'd start by focusing on your customer's needs:
    - who would need this portal?
    - why couldn't they do it their "usual" way?
    - why should they trust your information?
    - how would they access it (desktop computer and/or smart phone)
    - confidentiality

    Then, your needs:
    - how will you make money from this endeavor (selling ad space or getting a commission or ???)
    - how will you be able to scale your efforts to add more shippers, information, etc.?
