Depends on who the clientele would be. If it is in a residential area, then you want to find ways to reach people in the area to let them know about the gym and its services. Door hangers, as mentioned above, are one way. So would local paper advertisements, bill boards, fliers under car windows, handing out fliers to passer byes, etc.

If it is in a more business area, then you may want to try to reach the businesses.

if i an area with hotels and tourists, then you may want to work through the hotels (the ones without a gym of their own) to offer access to the gym for their clients.

In all cases, you need to promote what is new or different about your club, along with all of the basic facilities and classes you have. basically, why would someone wan tot go to your gym instead of any other gyms that area around.

It is not unusual to offer significant discounts for people who sign up early.
