I see three sources of customers.

    a) location based - they walk by you, see you, think that you are conveniently located, accept your price level and will bring their laundry.
    - is your location good enough?
    - is your shop and offer clearly visible (sign, poster in window with pricing, first time specials to attract new customers, month or weekly specials)?
    - are the businesses and all the people within 10 min walking distances aware of your offer?

    b) referrals - this applies to people who are close enough to bring their laundry but do not do so because they are solving their needs elsewhere. But because of referrals, they switch to you.
    - are you making it easy for customer to communicate your offer?
    - are you offering a discount to both the existing customer and the new one ? (like find a new customer and both of you save 20 % on your next cleaning)
    - are you having customer cards or loyalty incentives in place?
    - tell your customers "if you are happy tell your friends, if you are not tell us"
    - ask if your customers are happy and they will refer you
(you need to push them to do so)

    c) ad based - these do not know you, don't know any of your customers and live in the area. A coupon (bring 5 , pay 4 shirts,...) in a popular newspaper or any other popular local daily print media will be an incentive to attract new customers.

    My conclusion about your situation:
You are not giving enough information about where you are based, what you have done to attract local (location based) customers or if you have done much referral based.

If you need customers fast – focus on location based customers and put a discount ad in the paper to drive awareness and volume. Referrals will be more loyal and long term but take longer to win.
