You need to think like one of your prospective listeners. Who are they? What do they listen to now? Why would they listen to your station? What's different about your offering? And since you're a radio station - you're basically invisible until someone tunes in. So, can you make your presence more known by broadcasting out in the community?

What KIND of station? Broadcasting what kind of content to what kind of listener and where?

Funded how? Broadcasting on air or online (or both)? Presented by whom?

What kind of listener do you see yourself attracting? Why will this listener listen to your station?

Then there are all the license issues and FCC regulations.

I wouldn't bother with any of the technicalities until you've made an online campaign to see if anyone's even interested in your radio station. If you don't do that, it's family only - and there's not much advertising potential there.

The other dimension to this is what you are playing. There are computers all over the planet playing mp3s at random and streaming them online with occasional news breaks and advertising slots. You'll need to do a SWOT analysis to discover if your niche is already covered. (just peek at Wikipedia, it's got a great article on this).
