    Sounds like aiming at customers of limited means who are looking for value and bargains.

    There is some info at https://www.mrpricegroup.com/CorporateProfile/Aboutus.aspx that talks about who they target. Value and "selling for cash: are ways of saying that consumers who are very price sensitive is a large part of what they target.
