I am providing consulting services to a government agencies IT/IS Department. I am specifically trying to develop a value proposition - customer facing - for the delivery of IT Services, in particular the fulfillment of customer change requests - moves, adds and changes - to basis IT infrastructure.     Love the term or hate it, value proposition(s) are vital to any business.
    From the value proposition you can start to define what your business is, how it is better than the competition, and what messages you should use in all communications.
