Can you advertise using a hyperlink to a landing page on your website? What exactly is the Facebook limitation?

What is the "old school way" in Syria?

I would look beyond Facebook, to see if you can use other online advertising platforms. LinkedIn has ads, and a pretty good means of focusing ads on geographies. AdRoll (adroll.com) is also another ad serving option - they place ads on other web sites based around requirements you list.

Beyond that, you can use a social media strategy. This involves working toward getting information out about your company and products over social media without using advertisements. Setting up a facebook page was one step in this. Now you need to work out ways to get people looking a the page at content that is of interest to them (but beneficial to your product sales). Social media encompasses other sites than juts Facebook. Twitter, Snapchat, LinkedIn are some of the common ones through out much of the world. There very likely are some that are regional to you.

And a mix between advertising and social media - while you may not be able to advertise in Syria, you may be able to pay to "promote posts" on Facebook, and this could be a way to do the same as advertising. Paying to have your Facebook posts seen by others who have not liked your Facebook page.

Since Facebook is the most used social network in the region, you'll need to share stories (think video, slideshows, photos, podcasts) that are interesting and worth repeating. That is, you need to think organically.

Also, don't forget about WhatsApp - if you can advertise on that service.
