Internal Operating Costs And Roi In Mkting Depts

I need to know if there are any industry standards for measuring internal operating costs of a Marketing department in a total ROI calculation. This would be for purposes of justifying headcount increase to address untapped marketing opportunities.

    There are not any standards out there, as it all varies based on industry, where the product is in product life cycle, goals of product (growth versus milk), etc.

    Added to this, the vast majority of marketers are not able to determine an ROI for marketing programs.
