Need Recommendations For Web Designers And Seo/sem

I work with small and medium businesses grow their business. Having an effective website and online marketing strategy is key. I am looking to outsource or subcontract some of my web design and SEO/SEM work. I'm looking for recommendations for names of freelancers or companies to contact.

Ideally, I'm looking for people that understand marketing. Great design is, of course, nice, but a great designer who understands marketing--and can reflect that in the design of a site--is even better. Likewise, if I can find a designer who has white hat SEO skills and can provide a complete optimized website from the start, this would be the best.

I've posted on elance.com, guru.com, and craigslist. I've gotten a lot of possibilities, but not many potential providers who can provide big company quality (i.e. well thought out marketing oriented websites with great design) at affordable rates. I thought I'd ask the great community of marketers here for your suggestions.

    My company has been working with Strategic Design Group (https://www.strategicdesigngroup.com) for the past 8 years and I feel very comfortable highly recommending them. They do work for us as well as for our customers and get it right the first time around.     I used MESH Interactive (www.meshagency.com) for my clients and work closely with them now. They are rare among designers I have worked with in connecting the dots between marketing, business strategy, design and brand elements. Good rates and good business practices.
