You didn't provide much information about your situation, so it is hard to provide any specifcs tailored for you. So here are soime gernal ideas and examples.

But you should consider something that incents them to do something you want (presumably buy more of your product). And of course, make it managable for you to run.

Some examples you can look at of points programs:
    - mileage programs for airlines (incents people to fly, but doesn't really incent people to spend more money - if I buy a $200 ticket that goes the same distance as a $1000 ticket, I get the same points. This is potential downside to their system)
    - credit cards offering cash back or points per dollar spent. This should be pretty effective, as it incents usage of the card.
    - many local business often do a system where you buy x number of services and you get the next one free. They leave it to the customer to track (save reciepts, get stamps for a card, or similar), so this removes the burden from the company.

I hope you have put more thought into your strategy than is apparent from a first glance at your question.

    What industry?

    Which country or region?

Why are you planning this - why do you think you need to do this?

What do you think a Customer Club is going to do for you?

How much do you expect to invest...
    (a) setting it up?
    (b) running and maintaining it annually?

I will watch this thread for your answer so I can better help you...

I think you should check out www.mypoints.com. They are rated as one of the best loyalty programs available.

They combine special offers...good ones. like gift cards to popular stores, etc in exchange for you to participate in surveys for these companies. The more you participate, the more "points" you earn, and therefore the more rewards you qualify for.

    Here are some other resources:
