You need a professional graphic designer. And you need to start with a Creative Brief, so the designer (and whoever writes the tagline) understands who your target audience is and what you're trying to accomplish.

Without a creative brief, all your doing is guess work. If the designer doesn't know the target audience he's designing for and the tagline doesn't convey a value or a need, the cover might be quite pretty but, chances are, it will not be compelling to the target audience.

Several observations spring to mind here: first, your need has very little if anything to do with branding. Second, until you're able to give a better overview of what you want, which audience it's for, and the function of the piece, you're not really going to make any headway.

You might be better off going to https://www.elance.com or
https://www.99designs.com, but in either case, you MUST give your creative people more information, otherwise you're going to be wasting their time and yours, and you'll be wasting your money.

So, focus. Find examples of what you have in mind and offer them as points of reference. Tell your designer why this message matters and who it's aimed at. Tell your creatives what you DON'T want as well: the more direction you can give the better the end result will be and the happier YOUR customers will be with the results because those results strike a chord with them.
