How Do I Get Backward Links For My Website?

I am trying to optimise my website so that it gets higher up the search engine rankings and therefore generates more business for us. I have read that one of the ways to do this is to have backward links (i.e. other sites linking to mine).

My first question is this: I know that other websites contain links to my site, but my site doesn't seem to recognise these links (they are not in the list when I right click on a page in my site and go to Page Info, then Backward Links). Why is this?

My second question is this: How can you get additional links to your site? Do you just email companies and ask them to do it for you? Why should another company put a link to your site on their site?

    The goal shouldn't be just to increase backwards links, but increase relevant backwards links.

    2 options off the top of my head:
    1) post comments on relevant blogs. Include your URL in the comments. For example, I sometimes include links to articles I have written on my blog in responses to questions here, when appropriate, which adds to the backwards links.
    2) write byline articles for publications that also have a online presence (so the URL in your byline would become a backward link). Added benefit is the articles should also become beneficial marketing tools in their own right, assuming you wrote something of interest to your potential customers.
