OTS is indeed a decent and simple 'input' metric for OOH effectiveness, just like e.g. number of people reading a newspaper is a good input metric for newspaper ad effectiveness. However, to establish OOH effectiveness on e.g. sales, you will have to either do an experiment or run a a model regressing sales on OOH (OTS) and on other potential sales drivers.

Can you please provide some more background on your company, industry and advertising message?
