What is its visibility now?
Who specifically are you trying to attract? Why would they care about it?
What has it tried?

What is the institution? Government? NGO? For-profit business?

Where is it? What country?

Advertising -- print, broadcast, outdoor, internet, business cards, etc.
Publicity
Promotion
Public speaking / thought leadership
Door-to-door, face-to-face
Word-of-mouth

I'm sure there are others. It depends a lot on who your target audience is and how much the goal is worth to you (i.e., the budget).

Also direct marketing, trade shows and events, Viral videos, strategic partnerships, charity events...
