One factor your Director may also need to know, though, is whether the damaged boat is repairable or not, at what cost, and how it will perform after repairs versus the new boat you have identified.

You could include this in a separate but identical matrix evaluation framework. Then it's down to which one looks the better business case.

You should also include the impact of any insurance or compensation claim for the damage, if applicable, in both cases.

Not sure what ARFF means, but do you get paid fees for rescuing whomever it is that you rescue? If so, would the fee-earning capacity of the new boat and the repaired boat be comparable, or different. If different, then include that impact in your evaluation methodology too.

I guess they may be looking for some MTBF (Mean Time Between Failure) analysis too, I know from experience that not all new equipment is as good as old/repaired kit!
