Depends what language you are migrating to. CSS/HTML is a language that would work better for you than perhaps a database driven site without tags.

If you plan it out properly and implement the correct permanent redirects you shouldn't lose any PR or rankings.

When we migrate a client to a new site their rankings typically improve. You may observe some ranking fluctuations for a short time. If you do, they will likely come back. Be patient.

When you switch over, the key is to not change title tags or body content if possible. If you change file names or file extensions then you will need redirects.

When I optimize a redesign or develop a new one for a client I will typically move them to an extensionless URL structure. If you do this then you will need wildcard redirects (old extension to no extension).

There should be no difference between a modern dynamic (database) or static site. This was true years ago. If you can create custom title tags and meta descriptions and there aren't numerous query strings/parameters in the URL you should be fine.

Best advice: Plan it out before you move it.

Carrying over the title tag is a good idea. However, creating a second site may not be practical for two reasons:

    1. Potentially trip duplicate content filter. You'd have to create new content to avoid this.

    2. If the first site is mature it could take a long time to build up the same level of authority and linkage. You'd have a disadvantage. It's better to maintain the momentum of the existing domain and retain the original URLs/file names or implement permanent redirects.
